A safe haven: why prime Côte d'Azur property holds its course

In France as elsewhere, the backdrop is uncertain. Interest rates move, financial markets hesitate, and many people wonder what will hold its value in the years ahead. On the Côte d'Azur, one question naturally arises: does Riviera stone stand firm?

Public figures call for a nuanced answer, and a rather reassuring one. They describe a market whose sales volumes sometimes slow, but whose prices hold. That is precisely what one expects of a safe haven: not a promise, but a form of constancy.

What the notaires say

Each year, the notaires of the Alpes-Maritimes publish figures drawn from the deeds signed in the département. For 2025, the median price of resale apartments reached €4,810 per square metre, up 1% over the year. It stood at €3,650 in 2015. For resale houses, the median price was €535,000, also up 1%, with the number of sales rising by 6%.

The latest notarial data, presented in October 2026, confirm the trend: resale apartment prices are up 2.4% over a year, at a median of €4,880 per square metre. Volumes are stable, slightly down. Maître Stéphane Paolino, who speaks on property matters for the Chambre des notaires des Alpes-Maritimes, puts it this way: "Given the context […], one can say that property is a safe haven."

These figures cover the whole market, well beyond the prime segment. Yet they set the tone: in the département, the value of bricks and mortar has been built over time.

A destination the whole world knows

The value of a home also depends on those who dream of living in it. Here, the Côte d'Azur remains singular. In 2025, Nice Côte d'Azur airport welcomed a record 15.23 million commercial passengers, up 3.2% on the year. International traffic grew by 4.7%, and the network serves 122 direct destinations in 45 countries.

The same year, according to the Côte d'Azur tourism observatory, the destination welcomed more than 12 million tourists, over half of them from abroad. The United States, the United Kingdom, Italy, Germany and Scandinavia are its five leading markets. These figures describe visitors, not buyers; yet they show how familiar and desired the Riviera remains, far beyond France's borders.

Many choose to keep a home here. According to INSEE, the French statistics office, nearly one dwelling in four in the Alpes-Maritimes is a second or occasional home: 24.6% in 2023.

Why the Côte d'Azur behaves this way

A clientele less reliant on credit. For exceptional properties, we often see buyers fund a large part of their purchase from their own resources. Credit matters, of course, but in this segment it does not set the pace of the market on its own and, in our experience, interest-rate movements weigh less here.

Demand from everywhere. Across the whole resale apartment market of the Alpes-Maritimes, buyers coming from abroad represented 11% of purchases in 2025, according to the notaires. For fine houses, we accompany families from Europe, North America and beyond. Demand this diverse depends less on any single economy.

A rare supply. The coastline does not grow. Between the sea, the hills and planning rules, large homes with a view do not multiply. Across the département, the number of new homes authorised by building permits in 2025 fell by 14.7%, to 4,450. For a villa of character, rarity is part of the value.

A way of life that cannot be relocated. The light, the sea, the hilltop villages, the international schools, an airport open to the world. Here one buys an address, but also a way of living, often for several generations.

A safe haven, not a bubble

We prefer to speak of a safe haven rather than a protective bubble. The Riviera market is not immune to cycles: sales volumes have dipped slightly, we see buyers taking more time, and an overpriced or poorly prepared property can wait a long while for its buyer. The figures quoted here describe the recent past and are no guarantee of the future.

What they do show is a form of constancy: volumes that vary, and prices that, for the most part, hold. For a buyer, this means placing one's wealth in a place desired far beyond France's borders. For a seller, it confirms that a well-priced, well-presented home finds its buyer, even when the market takes its time.

What this means for you

If you are buying. A calmer period leaves time to visit, compare and negotiate with a clear mind. The finest properties remain rare: it pays to know exactly what you are looking for, and to be ready the day it appears. Autumn lends itself particularly well to this, as we described in Autumn on the Riviera, the secret season of villas.

If you are selling. The right price and careful preparation make the difference. A complete file, a well-kept home, photographs in the beautiful winter light: this is the subject of our article Selling in spring: what to prepare this autumn on the Riviera.

How we accompany you

We accompany buyers and sellers with discretion, relying on verified figures rather than impressions. An honest valuation, a clear reading of the market, a trusted network: this is how we see our work. Some of our villas have also been featured in Propriétés Le Figaro, issues 219 and 220.

If you are considering a purchase or a sale on the Riviera, we would be delighted to talk it over, simply, over a coffee or a visit.
